This song is by Cult from the early 80’s. Their music if you listen to it closely is a derivative of native American Indian music. There are quite a lot of Indian chants and spiritual themes included in many of their songs, this one is no exception. This song is about the awakening that eventually each person experiences. When the awakening occurs, there is a series of tests to determine if you are fit to break the cycle of reincarnation, and become free in the next higher realm.
The tall dark shadow with the badge described in the song is a metaphor for the massive amount of darkness you may be faced with upon the awakening.
